Basic Conditions for Importing Personal Cars in Egypt:
1. Timing and Model:
- The car must be shipped, or a letter of credit opened, within the same model year.
- The car must be new and unused, except for specially equipped vehicles requiring approval from the Minister of Foreign Trade after coordination with the Minister of Interior.
2. Age Requirement for Used Vehicles:
- Used cars must meet the age requirement at the time of purchase or ownership .
- This condition applies to cars imported for personal use or by companies and entities operating abroad .
Required Documents to Prove Car Ownership:
- Ownership Document:
- The bill of sale or purchase invoice must include the date of ownership.
- Government-Issued Certificates:
- Certificates issued after the purchase date are acceptable if they are certified and authenticated without requiring a concurrent date with the purchase.
- Car License:
- The original license is accepted as proof of ownership.
- Traffic Department Certificate:
- Issued by the exporting country, detailing the car’s data (e.g., year of ownership and model). It must be authenticated by the Egyptian embassy or consulate and is valid for 30 days from the date of issuance.
Proof of Presence Abroad at the Time of Purchase:
- Submit a passport proving the owner was abroad at the time of purchase.
- If the car is shipped, a copy of the passport authenticated by the Ministry of Foreign Affairs in the exporting country is required.
Car Reception Procedures:
- The car must be received at the port by the owner personally or via a power of attorney granted to a relative up to the second degree or the spouse.
In Case of Doubts About Submitted Documents:
- Customs authorities have the right to request verification from the Foreign Trade Sector regarding any questionable documents, with reasons for the doubts specified.
- In urgent cases, the car may be released upon providing an unconditional guarantee letter equivalent to the car’s value as determined by Customs. This guarantee is refundable only after approval from the Foreign Trade Sector.
Special Exceptions for Importing Cars:
- Medically Equipped Cars:
- Eligible for customs exemption and reserved for individuals with special needs.
- These cars cannot be registered under a different owner for three years from the date of release.
- Investor Cars:
- Investors can import cars without adhering to the age requirement, provided they obtain approval from the Chairman of the General Authority for Investment and Free Zones or an authorized representative.

- All regulations outlined in Import Circular No. 16 of 2009 apply to cars released before and after the circular’s issuance.

Required Documents for Importing a Car from Saudi Arabia to Egypt
1. Purchase Invoice :
The invoice must be certified by the Chamber of Commerce and the Egyptian Embassy in Saudi Arabia.
